1980年7月至1981年1月,我们曾作为水泥实习组成员赴罗马尼亚学习,在此期间,曾多次同罗有关部门及企业负责人座谈。同时也做了实地了解。我们感到在水泥工业企业管理方面,罗有一些经验值得我们借鉴。一、水泥工业管理体制罗马尼亚设有林业经济和建筑材料工业部,部下设有“水泥中心”(相当我国部下的管理局),直接领导全国水泥企业,统管人、财、物、产、供、销。党的关系归地方县委(县相当我国省的建制)。国家设有全国劳动人民委员会,部、水泥中心、地方及企业均设有劳动人民委员会。基层单位有代表参加上级劳动人民委员会。企业劳动人民委员会的主席一般由党委书
From July 1980 to January 1981, we studied in Romania as a member of the cement training group. During this period, we held discussions with Romanian departments and company leaders on several occasions. At the same time also made a field understanding. We feel that in the management of cement industry enterprises, Luo has some experience worth learning from. First, the cement industry management system Romania has a Ministry of Forestry Economics and Building Materials Industry, the Ministry has set up a “cement center” (very equivalent to ours under the Ministry), direct leadership of the national cement companies, general manager, financial, material, production, supply, pin. Party relations belong to the local county committee (county is equivalent to the provincial system in China). The country has a National Working People’s Committee, and the Ministry, the Cement Center, localities, and enterprises all have working people’s committees. Grassroots units have representatives to participate in the higher working people’s committees. The chairman of the enterprise working people’s committee is generally composed of party committees.
