吉林省安图县群众诉求服务中心作为一个创新型的社会治理组织,以社会公众的广泛参与为切入点,构建了一条畅通有序的群众诉求表达渠道,实现政府治理和社会自我调节、居民自治良性互动。安图县群众诉求服务中心自成立以来得到了各级领导机关和社会的广泛关注和认可。2014年1月,该中心荣获第七届“中国地方政府创新奖”优胜奖。2015年4月,中央政治局常委、中央书记处书记刘云山和中央政治局委员、中央组织部部长赵乐际作出批示,要求进一步了解安图县的做法和经验。安图县依靠社会力量解决社会问题,以维护群众权益维护社会稳定,以沟通干群关系促进社会和谐,以扩大公民参与推进民主政治,走出了一条地方社会治理的新路。这些做法和经验,对于各级各地党委政府创新社会治理体制,可资借鉴。
As an innovative social governance organization, Antu County People’s Appeal Service Center in Jilin Province takes an extensive participation of the public as a starting point and constructs an open and orderly expression channel for the masses ’demands to realize government governance, social self-regulation and residents’ autonomy Positive interaction. Since its establishment, the mass appeal service center in Antu County has received extensive attention and recognition from leading organs and the society at all levels. In January 2014, the center won the seventh “China Local Government Innovation Award” winning prize. In April 2015, Liu Yuanshan, member of the Standing Committee of the Political Bureau of the Central Political Bureau and secretary of the Central Secretariat, and Zhao Leji, member of the Central Bureau of Political Affairs and director of the Central Organization Department, gave instructions to further understand the practices and experience of Antu County. Antu County relies on social forces to solve social problems, safeguarding the rights and interests of the people and safeguarding social stability, and promoting social harmony through communication between cadres and the masses so as to expand the participation of citizens in promoting democratic politics and stepping out of a new road of local social governance. These practices and experiences can be used as reference for the party committees and governments at all levels in their innovation of social governance system.
