我国自2001年起,针对网吧行业经营情况已经开展了数次全国性的整顿活动,而各地方的专项整治网吧的呼声也不绝于耳。中央将治理网吧行业上升到“建设社会主义和谐社会”的高度,从侧面也反映了网吧行业已成为社会“不和谐”的因素。那么,政府现有的管制手段效果如何、政府究竟如何管理网吧行业、政府和市场如何达成“和谐”的双人舞步,这些都是本文讨论的内容。
Since 2001, China has carried out several nationwide rectification activities aimed at the operation of the Internet cafe industry. However, the calls made by various localities to rectify Internet cafes are also endless.
