为适应乌拉圭多边贸易谈判的约定和转入WTO的需要,90年代初期以来国外国家石油石化公司进行了一系列的体制机制改革。作为增强企业竞争力的手段,各公司采取了资产重组,股票上市等方法;作为抢占市场的手段,各公司采取了控制资源、掌握油品市场主导权和发展合资合作经营的方法。企业内部灵活高效的管理体制以及政府的宏观调控也为企业的生存与发展起到了保驾护航的作用。
In order to meet the Uruguay multilateral trade negotiation agreement and the need to be transferred to the WTO, since the early 1990s foreign oil and petrochemical companies have carried out a series of institutional reforms. As a means to enhance the competitiveness of enterprises, companies have adopted methods such as asset restructuring and stock listing. As a means to seize the market, companies have adopted methods to control resources, to grasp the dominance of the oil product market, and to develop joint ventures and cooperative operations. The flexible and efficient management system within the enterprise and the government’s macro-control also play a role in safeguarding the survival and development of the company.
