China’s 14th Five-Year Plan opens up new development space for textile industry

  In the first year of the 14th Five-Year Plan, local governments have formulated and released the 14th Five-Year Plan for National Economic and Social Development and the long-term goals for the year 2035. The textile and apparel industry still has an important position. The transformation and upgrading of the textile and apparel industry, and consolidating the foundation of the manufacturing industry, has attracted more attention from local governments.
  Local government builds textile superiority industry
  Regarding the relevant planning of the textile and apparel industry, Tianjin proposed that it will strengthen the strategic support of the manufacturing industry. By 2025, industrial clusters of 200 billion yuan will be formed in light industry, textile industry, etc.; the valueadded of manufacturing will account for 25 percent of the regional GDP, and the value-added of industrial strategic emerging industries will account for 40 percent of the value-added of industrial enterprises above designated size.
  During the 14th Five-Year Plan period, Jiangsu province will vigorously promote the construction of quality infrastructure, strengthen the system and capacity building of standards, measurement, patent, etc. It will carry out large-scale technological transformation, promote smart manufacturing across the board, make traditional industries with competitive advantages such as textiles high-end, smart, and green. It will support enterprise mergers and reorganizations, and move faster to close down outdated production facilities.
  During the 14th Five-Year Plan period, Zhejiang province will implement the action of manufacturing industry foundation reconstruction and industrial chain upgrading. It will build world-class advanced manufacturing clusters such as modern textile and apparel, and promote the intelligent transformation of textile dyeing and printing, the differentiated functional development of chemical fibers, high-end and green textile fabrics, and fashion development of apparel and home textile brands, so as to build an international first-class textile advanced manufacturing cluster.
  Hubei province will promote the textile and other consumer goods industries to increase varieties, improve quality, and create brands; and guide the professional development of enterprises.
  Shanxi province will actively promote the technological transformation and upgrading of the textile industry, realize high-end, intelligent, and green devel- opment, and promote the coordinated development of intelligent buildings and new building industrialization. Shanxi province will also promote the private economy to move towards the mid-to-high end of the industrial chain and value chain.   Local industry upgrading plans benefit the textile industry
  All localities have focused on the advancement of traditional industrial foundations and the modernization of industrial chains. Beijing proposed that the coordinated development of Beijing-Tianjin-Hebei will be promoted in depth and the construction of characteristic towns will be promoted in an orderly manner.
  Shanghai will continue to strengthen high-end industries, accelerate the development of six key industries of advanced materials and fashionable consumer goods, create high-end industrial clusters with international competitiveness, and promote the construction of characteristic industrial parks.
  Through industrial undertaking, technological transformation, brand promotion and industrial chain extension, Jiangxi province will do a good job in the apparel industry and home textile industry, actively develop industrial textiles and viscose fibers, strengthen the cultivation of its own brands, and create important textile industry clusters in the country and a "fashion center" in central and western China.
  The Inner Mongolia Autonomous Region will lead the development of emerging industries with new materials, protect the development and utilization of graphite resources, and build new graphite material production bases in Ulanqab.
  Heilongjiang province has accelerated the development and expansion of new material industries such as carbon-based materials, and has made breakthroughs and mastered a number of key core technologies.
