责任政府是对传统权力政府在根本上的一种颠覆,它强调责任是政府存在的前提和基础,而权力是政府履行责任时的一种附属工具。从权力本位走向责任本位,是现代民主发展的结果,也是民主价值的理性回归。构建理想的责任政府离不开相关制度创新,遏制腐败的根本措施仍然在于完善行政问责制和责任监督体系,推进防止利益冲突相关制度构建。
The responsible government is a fundamental subversion to the traditional government of power. It emphasizes that responsibility is the premise and foundation of the existence of the government, and power is an adjunct to the government in fulfilling its responsibilities. From the power standard to the responsibility standard is the result of the development of modern democracy and a rational return of democratic values. Constructing the Ideal Responsibility Government can not be separated from the innovation of related systems. The fundamental measures to curb corruption are still to improve the system of administrative accountability and responsibility supervision and to promote the construction of the system to prevent conflicts of interest.
