The Japan Institute of Avionics began its ADS research in 1984 and used the ETS-V (Engineering Experiment Satellite) to conduct flight demonstrations of the ADS program. Afterwards, the Pacific Engineering Test (ADS/PET) was jointly conducted with the United States and Australia. The Japanese used a B747-400. Although at the beginning of PET, ICAO AMSS and ADS standards have not yet been completed. The on-board electronic equipment and ground station (GES) also cannot meet the ICAO standard (draft), but has obtained useful data and experience through experiments. At the same time as the PET test, Japan began to develop ICAO-compliant airborne equipment and GES stations.
