高技能人才可谓经济转型升级的生力军,凭借比重高达40%的高技能人才,德国拥有奔驰、宝马、西门子等一大批世界级知名品牌。在高技能人才培养方面探索的一整套行之有效的体系,保证了德国制造企业可以充分实现长期发展目标、提高产品质量,并在激烈的国际竞争中持续稳定地占据优势。高技能人才培养有法制、经费双重保障首先是职业教育的法制化。德国政府规定,18岁以下的青年必须接受高中或职业教育,未参加职业培训就不允许就业。各级政府遵照德国联邦《基本法》
