文化是人力资源管理的灵魂。从文化视角分析公共部门人力资源管理,将行政管理和公共部门人力资源管理相结合,可以促进两门实践学科的发展。本文基于文化视角从当前公共部门人力资源管理存在的问题及原因分析出发,探讨了人力资源管理问题的解决途径,即建立“法治”、“廉洁”、“人本”、“务实”、“开放”的行政文化体系。
Culture is the soul of human resource management. Analyzing the human resource management in the public sector from a cultural perspective and combining the administration with the human resource management in the public sector can promote the development of two practical disciplines. Based on the analysis of the existing problems and reasons of human resource management in the public sector from the perspective of culture, this article explores ways to solve the problem of human resource management, that is, to establish “rule of law”, “clean”, “humanistic” “Pragmatic ”, “open ” administrative culture system.
