国务院发布2011-2015年促进就业规划,确定了“十二五”期间中国就业的发展战略和目标任务。中国是一个人口众多、劳动力资源丰富的发展中国家,解决就业问题,必须充分考虑到中国国情实际。从长期来讲,我国就业的主要矛盾是劳动者充分就业的需求与劳动力总量过大、素质不相适应之间的矛盾。进入到现阶段,我国的就业问题更呈现出复杂性。我们不同于发达国家、发展中国家和转型国家,他们主要面临的或是结构失业,或是总量矛盾,或是转型失业,问题较为
The State Council released the employment promotion plan for 2011-2015 and set the development strategy and target tasks for China's employment during the “12th Five-Year Plan” period. As a developing country with a large population and abundant labor resources, China must take full account of China's actual conditions in solving the employment problem. In the long run, the main contradiction in employment in our country is the contradiction between the demand of full employment of laborers and the total amount of labor force and the incompatibility of quality. Entering the present stage, the employment problem in our country is even more complicated. We are different from the developed countries, developing countries and countries in transition. They mainly face the structural unemployment, the total contradiction, or the transitional unemployment problem.
