Clothing is Vietnam’s second largest foreign exchange earning industry last year (second only to oil), with a total export value of US$1.1 billion, which is a 46% increase from 1995, but the actual direct export value of garments is only 20%-25%. The rest are all foreign foundry products. Foundry costs are very modest, such as exporting Japanese jackets for about $6.5 per item. The direct export of finished products is about 60 US dollars per piece, that is processing fees only account for 11% of the direct export value of finished products. In addition, garment manufacturers have cut down processing fees to win contracts for foreign foundries, resulting in a continuous drop in the cost of foundry foundry, loss of profits, heavy production damage, and loss of skilled workers.
