政府规划对于促进太阳能产业的发展具有重要意义,其在性质上属于政策的范畴,但与法律联系紧密。我国太阳能产业的国家规划保守滞后,难以发挥宏观调控的作用,地方规划冒进无序,与其他规划之间缺乏衔接。太阳能产业规划的制定应坚持民主、科学的原则,保证规划之间的统一和协调,在实施过程中应提高执行、评估和调整环节的法治化水平。
Government planning is of great importance for promoting the development of the solar energy industry, and it falls into the category of policy in nature but closely linked with the law. The national planning of solar energy industry in our country lags behind and it is difficult to play the role of macroeconomic regulation and control. The local planning is in a disorderly way and lacks the link with other plans. The formulation of the solar energy industry planning should adhere to the principles of democracy and science and ensure the unity and coordination among the plans. In the implementation process, the level of rule of law in the implementation, assessment and adjustment should be raised.
