形势与任务 2001年,是新世纪的开元之年,是“十五”计划的开局之年,也是跨世纪铁路建设大会战承前启后、进入决战的一年。做好今年铁路建设工作,打好“十五”铁路建设开局之仗,对实现跨世纪铁路建设会战总体日标和顺利实施“十五”铁路建设计划,具有十分重要的意义。为全面贯彻落实部党组2001年铁路工作的总体部署和要求,做好今年和“十五”铁路建设工作,我们必须对铁路建设面临的形势有一个清醒的认识。总的来看,2001年乃至“十五”铁路建设工作面临着新的发展机遇和有利因素:
Situation and Tasks 2001 is the first year of the new century and the first year of the 10th Five-Year Plan. It is also the year when the cross-century railway construction conference has been held before the war begins and the battle enters the decisive battle. Doing a good job in railway construction this year and laying the battle for the opening of the “15th” railway construction are of great significance to the overall accomplishment of the cross-century railway construction campaign and the smooth implementation of the “15th” railway construction plan. In order to comprehensively implement the overall arrangements and requirements for the railway work in 2001 by the ministry and party departments and do a good job in the railway construction this year and the 10th Five-Year Plan, we must have a clear understanding of the situation facing the railway construction. In general, the railway construction work in 2001 and even the “10th Five-year Plan” faces new opportunities for development and favorable factors:
