The new market structure has broken the state-owned commercial exclusive operation and relied on the system of planned commodity and national policy protection to push state-owned commerce onto the road of winning with competition and self-development. In the process of transformation between the old and new systems, in addition to external factors such as unmatched reforms, unfair competitive environment, and abnormal circulation, the state-owned business ideology, operating mechanism, and business strategy cannot adapt to changing circumstances, and thus fall into a never-ending situation.
