平潭综合实验区实行比较特殊的管理协调机制,由此产生了比较复杂的行政复议管辖问题,对此,应当在明确平潭综合实验区管委会的法律定位和平潭综合实验区管理体制的基础上,根据《行政复议法》的有关规定来探讨涉及平潭综合实验区的行政复议管辖问题,并应在适当的时机,在平潭综合实验区开展行政复议委员会试点工作。
