环渤海地区、东南沿海地区和长江三角洲地区是我国实施沿海开放政策以来逐步形成的沿海三大片各具特色、基础较好、发展较快的经济区。进人九十年代,国际政治经济发生了重大变化,不少国家和地区的外商对加强在东北亚地区合作的兴趣日益增强。而环渤海地区的资源组合和经济技术条件与东北亚地区其他国家的互补性较强,在发展区域性国际合作中处于较有利地位。最近,国家有关部门在研究加快沿海地区改革开放时又格外重视这一区域的潜能与政策待遇。环渤海地区的经济发展正面临着前所未有的良好客观环境和难得的历史机遇。
The Bohai Rim, the southeast coastal areas and the Yangtze River Delta are the three major economic zones that have formed their own characteristics, have good foundation and developed rapidly since the implementation of the coastal opening-up policy. In the 1990s, major changes have taken place in the political and economic conditions in the international community. The foreign investors in many countries and regions have shown increasing interest in enhancing cooperation in Northeast Asia. However, the resource mix and economic and technological conditions in the Bohai Rim region are highly complementary to other countries in Northeast Asia and are in a better position to develop regional international cooperation. Recently, relevant departments of the State have paid special attention to the potentialities and treatment of policies in the region while studying ways to speed up the reform and opening up in the coastal areas. The economic development in the Bohai Rim region is facing an unprecedented good objective environment and a rare historical opportunity.
