十月一日 1983年10月1日,台北市立阳明教养院正式开展服务。台湾对身心障碍者实行普惠政策,即以居家式服务和社区服务作为照顾身心障碍者的主要方式,再辅以机构服务。1983年台北市政府社会局为了使智能障碍者和多重障碍者获得适当照顾,于当年7月成立台北市立阳明教养院,同年10月1日正式开展服务。目前阳明教养院服务对象年龄从3岁至60岁,以台北市民为限,并依病患自我照顾能力,提供适当的生活照顾,例如用餐、盥洗、沐浴、就寝和康复训练等。同时依病患认知程度和操作能力,给予清洁、摺衣、手工艺等训练,增强生活自理能力。作为台湾公立教养院,台当局对没有家庭收入的病患采取全额补助;对于家庭收入水平在台北市最低生活费标准以下的病患依比例分别补助四分之三、二分之一、四分之一。目前台北市共有40多家服务于身心障碍者的机构,公立机构仅阳明教养院一家,其余均为民办或公助民营机构。
October 1, 1983 On October 1, 1983, Taipei Yangming Correctional Institution officially started its service. In Taiwan, the introduction of an inclusive policy on persons with disabilities has taken the form of home-based services and community services as the primary means of caring for persons with disabilities, supplemented by institutional services. In 1983, the Taipei Municipal Government Bureau of Social Affairs set up a Taipei Yangming Correctional Institution in July of the same year in order to provide appropriate care for people with intellectual disabilities and multiple disabilities. On October 1 of the same year, the service was officially launched. At present, the Yang Ming Correctional Service, aged from 3 to 60 years old, is limited to citizens in Taipei and provides appropriate life care based on patient self-care capabilities such as dining, washing, bathing, bed-ridden and rehabilitation training. At the same time, according to the patient’s cognitive level and operational ability, to give clean, tuck, handicrafts and other training, enhance self-care ability. As a Taiwan public correctional institution, Taiwan authorities have taken full subsidies for patients who do not have family income; those who earn a family income below the minimum living standard in Taipei subsidize three-quarters, one-half, and one-fourth one. At present, there are over 40 institutions serving the disabled in Taipei City. Only one public institution of Yangming Correctional Institution is a public institution, and the rest are privately run or publicly-funded private institutions.
