近年来,天津市着力构建以财政资金支持为主导的人才投入体系,呈现出投入总量快速增长、支出结构趋于合理、支出渠道多样化的发展趋势。但在壮大高素质人才队伍建设中尚存亟待解决的问题,主要表现在结构和区域投入不平衡、人才投入管理体制不健全、政策体系不完善、资金监管存在缺陷等方面。本文在梳理天津市壮大高素质人才队伍建设有关问题的基础上,有针对性地提出壮大高素质人才队伍建设的财税政策体系的思路。
In recent years, Tianjin has focused its efforts on building a talent input system that is dominated by financial capital support, showing a trend of rapid growth in total input, rationalization of the expenditure structure and diversification of expenditure channels. However, there are still problems to be solved urgently in the process of building a contingent of highly-qualified personnel, which are mainly manifested in the imbalanced investment in structure and region, the imperfect management system of talent input, the imperfect policy system and the deficiencies in fund supervision. On the basis of combing the issues related to the construction of a contingent of highly qualified personnel in Tianjin, this paper puts forward the idea of strengthening the system of fiscal and taxation policies aimed at strengthening the construction of highly qualified personnel.
