军委江主席指出:“迎接新的军事发展的挑战关键在人才。没有一大批高素质的人才,就无法掌握新的武器装备,无法创造和运用新的战法,也不可能赢得未来战争的胜利。人才培养是个长期的任务,又是当务之急”。这说明培养高素质的军事人才,是新时期治军的重要特点和规律,是我军实现现代化的重要措施,也是打赢现代技术特别是高技术条件下局部战争的基本保证。要推进我军的现代化建设,就必须把培养高素质的军事人才作为部队现代化建设的基础工程抓紧抓好,抓出成效。
