一、问题的提出 众所周知,为了加强企业基础工作,自1986年以来在全国大中型企业中普遍开展了企业标准化定级、升级活动,企业按照标准化定级验收考核细则要求,建立健全了企业标准化组织体系、标准体系、考核体系,促进了企业标准化管理,打下了基础。1987年国际标准化组织发布了ISO9000《质量管理和质量保证》系列标准,引起了世界各国的高度重视,在短短几年时间里,先后就有近百个国家采用,积极推行这一系列标准,从而在世界范围内(特别是西欧国家)掀起了
