近年来,为了消除不同地区、不同部门之间收入悬殊和分配不公的状况,很多地方政府通过施行以“公平、公开、透明”为主要特点的“阳光工资”改革,增加公务员收入的透明度,统一公务员的津贴发放标准。虽然其相对于传统的工资制度具有一定的突破和积极意义,但在实施过程中又出现了一些新问题。本文基于对这些问题的分析,提出了调整与完善的措施。
In recent years, in order to eliminate the disparity in income and inequity in distribution among different departments and regions, many local governments have increased civil servants’ income through the implementation of the “sunshine salary” reform featuring “fair, open and transparent” Transparency, unified standard of civil servants’ allowance.
