水资源不仅是基础性自然资源,也是一种战略性经济资源。湖南“四化两型”社会战略的实施离不开水资源的支持。湖南水资源相对丰富,但是存在诸多问题,严重影响水资源的安全性。水资源资本化成为当前解决水安全问题的主要途径。文章从“四化两型”与湖南水资源资本化的关系入手,分析湖南水资源资本化运营的主要实施路径,在此基础上,阐述湖南水资源资本化运营机制创新方式,并提出有关保障措施。
Water resources are not only basic natural resources but also a strategic economic resource. Hunan “Four modernizations ” social strategy implementation can not be separated from the support of water resources. Hunan is rich in water resources, but there are many problems that seriously affect the safety of water resources. Capitalization of water resources has become the main solution to water security problems. Based on the relationship between the “Four Types of Two” and the capitalization of water resources in Hunan Province, this paper analyzes the main implementation routes of capitalization operation of water resources in Hunan Province, and on this basis, elaborates the innovative ways of Hunan water resources capitalization operation mechanism and puts forward Relevant safeguards.
