在新形势下如何充分发挥以党支部为核心的基层三大组织的作用,促进基层的全面建设?最近,我们就此对几个连队作了调查.调查中发现,多数单位党支部组织生活制度坚持较好,但存在质量不高的问题;大部分团支部坚持较好的是团日制度和会议制度,其他几项制度都存在着不落实的现象;军人委员会坚持较好的也只有每月检查一次伙食经费开支,其他几项制度基本不落实.这些问题都不同程度地弱化了三大组织的作用和整体功能.其原因有四条.(1)思想认识不够端正.有的认为能过得去就可以了,有的认为用经济、行政手段进行管理见效快,只要物质生活保障好了,三大组织作用的发挥差一点照样可以搞好连队建设,结果造成基层组织建设“说起来重要,干起来次要,忙起来不要”的状况.(2)关系没有理顺.有的党支部没有把
