在西部大开发的进程中 ,如果行政法制环境不完善 ,各类科技开发区的功能必然会受到遏制。我们应根据西部产业开发区的具体行政法制特征 ,分析目前存在的主要问题 ,提出相应的对策。
In the course of developing the western region, if the environment of the administrative legal system is imperfect, the functions of various types of science and technology development zones will inevitably be checked. We should analyze the main existing problems and put forward corresponding countermeasures according to the specific characteristics of the administrative law in the western industrial development zones.
