本文对盐城市郊区农村卫技队伍最近五年的人员变动情况进行了详细的调查分析。大量农村卫技人员“倒流”入市区的主要原因是:农村基层学习奈件差,技术水平提高难;农村学校教学质量低,招工附加条件多,子女升学、就业难等。要稳定农村卫技队伍,必须采取积极有效措施:加强思想政治工作,鼓励人才献身农村卫生事业;改革招生分配制度,鼓励人才流向农村基层;采取一些特殊政策,鼓励人才扎根农村基层。
This article conducts a detailed investigation and analysis of the changes in the personnel of the rural health team in the suburbs of Yancheng City in the past five years. The main reasons why a large number of rural health workers “backstream” into the urban areas are: poor primary education at the grassroots level and difficulty in improving the technical level; the teaching quality of rural schools is low, there are many additional conditions for recruitment, and children go to school and find employment. To stabilize the team of rural health technicians, we must take active and effective measures: strengthen ideological and political work, encourage talented people to commit themselves to rural health services, reform the system of enrollment and distribution, encourage talents to flow to the grassroots in rural areas, and adopt special policies to encourage talents to take root in the rural grassroots.
