我国现行的林业企业经营机制,是沿用原苏联50年代初期的经营管理方法,可以说自运转之始林业企业便不断翻弱自身生存的基础。当前,随着有计划的商品经济的发展,林业企业越来越显示出不适应有计划商品经济和生产力发展的需要。其根本原因就在于企业的经营机制外无动力、内无活力。因此,要摆脱“两危”困境,搞活林业企业,只有彻底地转换林业企业经营机制。
The current management mechanism of forestry enterprises in our country follows the method of management and operation of the early Soviet Union in the early 1950s. It can be said that starting from the beginning, forestry enterprises continue to weaken their own survival foundation. At present, with the development of a planned commodity economy, forestry enterprises are increasingly showing their inability to meet the needs of a planned commodity economy and the development of productive forces. The fundamental reason lies in the business mechanism outside the enterprise without motivation, no vitality. Therefore, to get out of the “two jeopardy” predicament and revitalize the forestry enterprises, only the transformation of the operating mechanism of forestry enterprises can be thoroughly carried out.
