新型渔业经营主体与覆盖生产经营全过程的渔业社会化服务相结合的新型渔业经营体系,对中国特色的渔业现代化建设具有越来越重要的现实意义。构建新型渔业经营体系的必要性和紧迫性,在很大程度上源于传统渔业经营体系存在的问题和局限性,以及所显现出的对发展现代渔业、转变渔业发展方式的制约性。在对中国渔业经营体系演变与发展进行分析的基础上阐述了新型渔业经营体系的内涵、特征与构成,指出应从加快渔业经营主体培育、创新完善新型渔业社会化服务体系、积极探索渔业经营组织模式、稳步发展适度规模经营、切实推进渔业政策制度保障体系建设等5个方面构建新型渔业经营体系。
The new fishery management system combining the main body of the new fishery with the socialized fishery covering the whole process of production and operation has more and more important practical significance for the modernization of fisheries with Chinese characteristics. The necessity and urgency of building a new type of fishery management system are largely due to the existing problems and limitations of the traditional fishery management system and the constraints that have emerged on the development of modern fisheries and the transformation of the mode of fishery development. Based on the analysis of the evolution and development of China’s fishery management system, this paper expounds the connotation, characteristics and composition of the new fishery management system. It points out that we should speed up the cultivation of fishery operators, innovate and improve the socialized service system of new fisheries, and actively explore the patterns of fishery management organizations , Steadily developing moderate-scale operations, and earnestly advancing the construction of a fishery policy system and guaranteeing the establishment of a new type of fishery management system.
