目前,档案信息系统整合存在着“重新建轻整合”的误区,大多数档案部门比较热衷新建档案信息的应用系统,而对档案信息系统的整合不是缺乏意识,就是知难而退。要把不同地区之间、上下左右之间独立的档案信息系统连接起来,并不是一件容易的事情。往往是同一个数据,不同的地区和部门会用不同的编码去描述,档案数据库系统的分类和功能也不尽相同,有些连基本的应用平台和环境都不统一。按照传统数据集中统一管理的方式,由于受存储成本、信息安全保密、档案管理体制的制约,无法实现更好
