去年邓小平同志南巡谈话和党的十四大后,我国的改革开放,进入了一个新的时期,出现了新的形势。新形势的新,其主要特点,一是有新的理论体系作指导。党的十四大明确指出,邓小平同志建设有中国特色社会主义的理论,是当代中国的马列主义,是毛泽东思想的继承和发展,是指导我们思想和工作的理论基础,要用这一理论武装全党。新形势的新,首先就新在这一理论的指导地位。二是有新的发展战略。亦即国民生产总值的增长速度,要从原计划的6％,提高到8％至9％。三是有新的改革目标,就是要建立社会主义市场经济的新体制。思想政治工作是党的优良传统,是我们的一大优势,无论什么时候也不能丢掉。在新形势下,思想政治工作的地位和作用尤显重要。思想政治工作只能加强,不能削弱。
