装备制造业的技术和创新特性决定了其创新组织模式的网络化。发达国家装备制造业是在完善的国内分工网络基础上实现国际化发展,国内分工网络与国际分工网络融合互动,获取了全球资源和市场。而像中国这样的发展中国家,现有体制下大中型设备企业主导的分工网络结构性强及各地方政府产业结构升级压力所诱发的潮涌现象和资源分散,导致国内区域分工网络间处于竞争分立状态,制约了国内分工网络发展。由此,跨国设备企业主导的国际分工网络的延伸,在带来技术溢出和带动效应的同时,也造成了资源挤出和市场窃取效应,促使中国国内分工网络与国际分工网络处于竞争分立势态。为此,需要以体制和政府政策模式改革为突破点,推动国内分工网络发展,进而在国内分工网络国际化发展中推动企业创新。
The technology and innovation characteristics of the equipment manufacturing industry determine the network of its innovative organizational models. The equipment manufacturing industry in developed countries is achieving international development on the basis of a sound domestic division of labor network. The integration of the domestic division of labor network and the international division of labor network brings about access to global resources and markets. However, in developing countries such as China, the network structure of division of labor led by the large and medium-sized equipment enterprises in the existing system is strong and the tide and resources caused by the pressure of upgrading the industrial structure of various local governments are dispersed. As a result, the domestic regional division of labor networks are in competition State, restricting the development of the domestic division of labor network. As a result, the extension of the international division of labor network led by multinational equipment enterprises has brought about technology spillover and driving effects as well as resource crowding-out and market theft, which has forced China’s domestic division of labor network to compete with the international division of labor network. To this end, we need to take the reform of the system and government policy as a breakthrough point, promote the development of the domestic division of labor network, and then promote the innovation of enterprises in the internationalization of the domestic division of labor network.
