本文立足于西方国家公务员培训的先进经验,研究了公务员培训有效性的内涵、必要性以及现实中存在的问题,探究实现基层公务员培训有效性的路径选择:引入市场机制,培训专业化、市场化;强化培训质量监控,对培训实行量化考评;加强与参训者的沟通,实行互动机制;大众教育与个性化需求相结合;创新培训内容,培训方式灵活化、多样化;加强师资队伍素质能力建设,实行“顶岗”制。
