The recently concluded Third Plenary Session of the 18th CPC Central Committee put forward the overall goal of China’s future reform, outlined a clear blueprint for its reform, and once again sounded the charge number for deepening the reform in an all-round way. For the survey and design industry of engineering construction, “leading” and “soul,” new challenges and opportunities are bound to face in the new journey of reform. With the rapid development of China’s economy, the survey and design industry has also experienced a period of 10 years of rapid growth. However, with the end of the era of high growth, the problems in the survey and design industry have gradually become prominent, and the industry development mode needs to be transformed urgently. In response, government departments and industry and enterprises are making active efforts to continuously promote the reform and restructuring. In order to further optimize the environment for project construction and development and promote the reform and development of engineering survey and design industry, the construction of housing urban and rural areas
