任何国家都不可能在理论上垄断法治话语权,人类社会需要法治就如同自然人需要阳光和水一样。从古今中外法治发展的道路来看,能不能具有法治思维关键取决于执政者的决心和社会公众的信心。当执政者与社会公众都能自觉和有效地维护宪法和法律权威之时,法治话语权就不会轻易被让渡。坚持走中国特色社会主义法治道路,体现了执政党依法执政的决心和信心,是“理论自信”基础上所形成的中国法治话语权的价值所在和力量源泉。 No country can theoretically monopolize the right to speak of the rule of law.
