《北京市中小学德育工作实效性研究》是“九五”期间北京市的重点科研课题，自1994年立项，到2001年3月结题，历时近4年的时间，在西城、崇文、朝阳、石景山、通州、门头沟、房山等4个区分别展开。该课题研究的承办单位北京教科院，会同7个区的教科所（室），组成了有德育专家 The “Research on the Effectiveness of Moral Education in Primary and Secondary Schools in Beijing” is a key scientific research project in Beijing during the “Ninth Five-Year Plan” period. It was established in 1994 and ended in March 2001. It lasted for nearly 4 years in Xicheng, Chongwen and Chaoyang. Four districts, namely Shijingshan, Tongzhou, Mentougou and Fangshan, were respectively launched. The Beijing Research Academy, which is the organizer of the research project, and the education institutes (rooms) of the 7 districts, formed a specialist for moral education.
