《特殊教育提升计划(2014-2016)》的实施,给特殊教育带来了跨越发展机会,笔者通过分析提出设立西部少数民族地区县级特殊教育学校办学专项经费,解决资金不足问题;西部少数民族地区地方师范院校必须设立特殊教育专业,解决师资力量问题;通过加强残疾儿童少年职业教育力度,解决特殊教育核心问题;通过在各省建设一所精神类特殊教育学校,解决特殊教育教育公平问题。
The implementation of “special education promotion plan (2014-2016)” brought special opportunities for leapfrog development to special education. The author proposed to set up special funds for running special education schools at the county level in western minority areas to solve the problem of insufficient funds. The western ethnic minorities Regional local normal colleges and universities must set up special education major to solve the problem of teachers’ strength. They should solve the core issue of special education by strengthening the vocational education of disabled children and adolescents and solve the special education and education fair by establishing a special spiritual education school in all provinces.
