村委会组织法将乡镇政府与村委会的关系确定为指导关系,这在乡镇干部中引起了不小的震动。许多乡镇干部手足无措,不知如何指导村委会。相当一部分干部难以接受,要求改“指导”为“领导”。据山东省在600名乡镇长中问卷调查,竟有70％的人认为乡镇政府与村委会的关系应为领导关系。可见解决如何指导的问题,确为贯彻村委会组织法的焦点之一。笔者认为,乡镇政府对村民委员会的指导,可从以下几个方面着手。(一)在法律政策方面,首先,要教育村委会干部和村民依法实行自治。村委会的产生、权利都是法律所赋予的。因此,村民的一切自治活动,也必须在国家的法律法规的规定范围内展开;其次,实行政务公开,
