改革开放以来,特别是在党的十六大提出建设终身学习体系和学习型社会目标任务的指导下,中国在学校教育、继续教育、信息技术应用、学习型组织和学习型社区建设等方面都有了长足发展,但是也存在着学校教育教学改革不足、继续教育还比较薄弱、终身学习投入和保障机制不健全等一系列问题。本文从教育发展战略高度,对新形势下我国终身教育的发展和制度建设,包括:以终身学习理念指导改革学校教育;加强继续教育制度建设、大力促进继续教育的发展;利用信息技术搭建终身教育公共服务平台,建设和发展高质量的开放大学;构建通过多种学习渠道成才的“立交桥”以及建立教育培训投入和学习资助体系等重大问题提出了建议。
