In the early Republic of China, the transport facilities in Beijing were very backward. People travel means of transport is mainly carried by the sedan chair and mule pull cars and rickshaws. With the increasing urban population in Beijing, residents across the four cities, “inconvenient traffic ” [1], the urgent need to develop public transport. In order to solve the difficult traffic situation, Beiyang Government decided to set up Beijing Tram and set up Beijing Tram Co., Ltd., a joint-venture between the government and businessmen, in preparation for the opening of the tram.
