由于受传统经济增长观念和体制机制等因素的影响,粗放型经济增长模式严重制约着我国经济可持续发展。大力促进经济增长方式转变,成为新时期经济发展的一项重大战略任务。新一代中央领导集体对此高度重视,明确提出要坚持以科学发展观统领经济社会发展全局,加快转变经济增长方式,推动我国经济社会发展切实转入以人为本、全面协调可持续发展的轨道。为深入研究促进经济增长方式转变的有关财政政策,“财政部促进经济增长方式转变课题组”通过深入分析现行经济增长模式的成因和问题,提出了落实科学发展观、促进经济增长方式转变的财政对策。本期“专题报道”摘要刊登了这一研究成果的重点内容。
