目的了解北京市医疗机构卫生人力资源现状,为政府制定首都地区人力资源发展规划及相关卫生改革政策提供依据。方法利用北京市公共卫生信息中心卫生人力数据库,采集医疗机构卫生人员信息,结合历史资料进行分析。结果 2008年-2011年医疗机构各类卫生人员数呈逐年增长趋势,增量以执业(助理)医师和注册护士为主,医护比仅为1∶1.2,约76%的卫生人员集中在各级医院,远远超出基层医疗服务机构比例。结论医疗机构卫技人员总量相对充足,但高学历人才比例较低,医护比不合理,不同类别医疗机构卫生人员分布失衡。建议控制卫技人员总量,调整专业结构配置,增加各类医疗机构护理人员数量,加强对基层医疗服务机构的卫生人员配置。
Objective To understand the status quo of health human resources in medical institutions in Beijing and provide the basis for the government to formulate human resource development plans and related health reform policies in the capital area. Methods Using the health manpower database of Beijing Public Health Information Center, the information of health personnel in medical institutions was collected and analyzed with historical data. Results From 2008 to 2011, the number of health workers in medical institutions increased year by year. The increase was mainly practiced by practicing (assistant) physicians and registered nurses. The health care ratio was only 1: 1.2. About 76% of health workers were concentrated at all levels Hospital, far beyond the proportion of primary health care services. Conclusion The total number of health workers in medical institutions is relatively adequate, but the proportion of highly educated personnel is low, the ratio of health care is not reasonable, and the distribution of health workers in different types of medical institutions is unbalanced. It is proposed to control the total number of health professionals, adjust the configuration of professional structures, increase the number of nursing staff in various medical institutions and strengthen the allocation of health personnel to primary medical service institutions.
