地方财政信用是由地方财政创办的一种金融中介。它以资金信贷计息为条件,筹集和投放财政资金,从而满足生产建设事业的需要。几年的实践证明,它在促进金融市场的繁荣,引导预算外资金和社会闲散资金,投入地方建设事业,增强各级财政间接调控经济的功能,以及促进地方经济的发展等方面取得了明显的效果。发展地方财政信用事业,虽然取得了一定的成绩,但笔者认为还需要进一步从以下几方面去开拓: 第一,在资金来源上要进一步拓宽渠道。这类资金的来源渠道目前仅有两种:一是财政部门的各种专项贷款和周转金;二是财政所属的信托投资公司的财政信用活动。因此,资金来源太窄,应该全方位地开拓资金渠道,充分吸取社会闲散资金和预算内外沉淀资金来扩充资金来源,具体意见:一是,
Local financial credit is a financial intermediary founded by local finance.
