“两为主”政策出台后,进城务工人员子女如何接受义务教育问题有了明确的制度安排。虽然中央政府要求以流入地政府为主解决非户籍学生入学问题,但这一设想在许多地区无法真正落实。本文以某地为例,分析流入地政府贯彻“两为主”政策所遇到的实际困难和财政压力,为进一步调整和改革现行教育政策提供一种思路。
After the promulgation of the “two main” policy, there is a clear institutional arrangement on how to accept compulsory education for migrant workers’ children. Although the central government demanded that the government of the influx should be the main solution to the enrollment of non-hukou students, this idea can not be implemented in many areas. Taking somewhere as an example, this article analyzes the actual difficulties and financial pressure encountered by the governments in the areas where they are infiltrating into practice, and provides a way of thinking to further adjust and reform the current education policy.
