最近,劳动部发出通知,要求各地紧密结合实际,采取切实可行的措施,抓紧时间扎扎实实地抓好《劳动法》的学习、宣传、贯彻和实施,并提出要着重抓好主要工作的意见,其中有: 一、在促进劳动就业方面各级劳动部门必须争取各级政府的重视和有关部门的支持,将促进就业纳入当地国民经济和社会发展计划,实行目标管理;要有效控制失业率;要大力发展就业服务事业,发挥就业体系的整体功能;要积极支持、严格监督企业按照《劳动法》的规定落实企业用人自主权。同时,要采取措施防止企业非法裁员。要研究制定保障特殊群体就业的法规、政策,为他们创造就业条件。二、在劳动合同方面各地劳动部门应于今年底前制定出全面实施
