东台县新街公社沿海大队的高原民办小学,创办至今已有十五年的历史了。十五年来,这所在黄海边上的民办小学越办越好,深为群众所喜爱,成为民办小学的一面红旗。蒙馆——改良私塾——民办小学高原村、林家洼子一带,过去仅散居着几十户人家,从来没有一所学校。在这里长大的、打短工出身的潘国峰同志,小时候上过几年私塾,全村就要算他的文化最高了。1940年,群众请他当塾师,设立了一所蒙馆,教十几个孩子读《三字经》《百家姓》。这就是高原民办小学的前身。
