中央人民政府政務院發布的關於一九五三年農業稅工作的指示,對於過去三年來農業稅工作,做了基本的總結;對於農業稅的方針、政策和實施辦法,做了極其重要的規定。正確地貫徹執行這個指示,不但是稅收工作部門,而且是各級黨、政領導機關和農村工作幹部的重大的政治任務。農業稅收對於國家建設時期的重要性,决不比對於革命戰爭時期或恢复時期的重要性為小。相反的,正因為我們的國家已經進入了有計劃的經濟建設時期,隨著工業建設的進展,農業必須有相應的發展、工農的聯盟關係必須更加鞏固,而農業稅政策的正確執行,對於發展農業生產和鞏固工農聯盟,顯然都是有重大作用的。因此,對於農業稅收政策如不加以正確掌握,就必然會妨害農業生產,妨害工農聯盟,就必然要犯嚴重的政治錯誤。政務院的指示一再强調農業稅對國家的重要性,這是我們全體幹部和人民群衆都應該深刻認識的。指示中說:“在過去革命戰爭時期,它是我們收入的主要來源。近三年來也因爲我們完成了公粮的徵收,才順利地保
