随着城镇化与机动化的迅速发展,当前我国特大城市交通供求关系的矛盾进入了新的阶段。从解决城市交通问题的阶段性特点看,我们已经由以大规模扩大道路容量、提高交通基础设施利用效率为重点的交通拥堵对策,进入到以加大力度调整交通结构、确立公共交通主导的城市交通结构为主的发展阶段。当然,从长远来看,我们还必须充分利用当前老城改造和新城建设的宝贵时机,通过规划环节,全面落实建设交通负荷小的城市的发展原则,以避免城市不断形成未来交通拥堵的隐患。作者根据长期的研究、思考与实践,认为解决大城市交通拥堵问题的基本思路和关键环节有如下几点:
With the rapid development of urbanization and motorization, the contradiction between the supply and demand of transportation in the megacity of our country has entered a new stage. Of course, in the long run, we must also make full use of the precious opportunity of the transformation of the old city and the construction of the new city. Through the planning process, we will fully implement the principle of building a less-traffic-developed city so as to prevent the city from continually creating the potential for traffic jams in the future. Based on long-term research, thinking and practice, the author believes that the basic ideas and key links in solving the traffic congestion problem in big cities are as follows:
