历史上茶馆的出现与饮茶的普遍性有关,从三国两晋时期的茶摊、茶寮到唐代封演《封氏闻见录》:“自邹、齐、沧、棣、渐至邑城市,多开店铺,煎茶卖之,不问道俗,投钱取饮。”有关茶馆的明确记载,延至宋代茶肆茶坊的兴盛,明代茶馆的雅致精纯,及至清代茶馆经营内容和形式的多样性。从茶馆的流变中不难看出,茶馆在其自身产生、形成、演变和发展中,它是社会发展、经济发展、生活方式变化的一种体现,是民俗风情市井文化的一种体现。
