The Outline of China’s Education Reform and Development promulgated by the Central Committee of the Chinese Communist Party and the State Council pointed out: “Primary and secondary schools should shift from ’exam-oriented education’ to an overall improvement of the quality of the people, to all students, and to comprehensively improve students’ moral character, cultural science, and labor. Skills and physical and psychological qualities promote students to develop in a lively and lively manner.” The Outline indicates the direction for deepening reforms in primary and secondary education, and also points out the reform of chemistry teaching in middle schools.
