山西天镇县邮电局有生产班组7个,农村支局所9个,干部职工140人。过去,由于企业管理混乱,通信工作一直处于落后状态。1985年以来,这个局在企业管理中,逐步推行现代化管理,企业管理水平显著提高,被县委、县政府评为先进单位,跨入全区邮电系统的先进行列。天镇局推行现代化管理的体会是: 一、推行现代化管理必须要围绕企业经营目标,有步骤地进行。现代化管理在企业体现的是一种服务职能,如果它没有一定的服务目标,就不能有步骤的推行。因此,他们把全局的五项主要目标分解成24项目标值,然后再分解成各月目标,将实施任务落实到各个班组,通过选定目标和课题,按照现代化方法进行管理。以通信质量目标为例,全局9个QC小组根据分解下来的目标和目标值,按照PDCA步骤逐月
