检察委员会办事机构的改革与创新,是促进检察委员会决策公正高效的重要举措,也是深化司法体制改革的重要内容之一。办事机构工作机制的研究,应当在检察委员会双重属性的范畴内,以职能定位为坐标,重塑办事机构的服务功能、管理功能和监督功能。机构设置缺陷、运转不协调、履职不充分等问题,制约了办事机构职能作用的发挥。合理的组织机制设置、明确的职责分工、健全完善的服务、管理和监督制约机制,是办事机构规范化建设的关键。
The reform and innovation of the procuratorate commission’s offices are an important measure to promote the impartiality and efficiency of procuratorial committees’ decisions. It is also one of the important contents of deepening the reform of the judicial system. The research on the working mechanism of offices should be based on the dual attributes of the prosecutors’ commissions with the orientation of functions as the coordinates to reshape the service functions, management functions and supervision functions of the offices. Institutional set defects, uncoordinated operations, inadequate performance and other issues, has restricted the functions of the office. Reasonable organizational mechanism set up a clear division of responsibilities, improve and perfect the service, management and supervision of the regulatory mechanism is the key to the standardization of the office.
